Yes, the M4 is a better chip. But as someone who has both, with an M4 Mac mini and an M3 MacBook Air, the performance difference in real world, day-to-day tasks like office work, emails, spreadsheets, Internet browsing, basic photo, and video editing, etc. isn't noticeably different.
Hell, my wife still uses an M1 MacBook Air. I asked her if she wanted a new one, and she looked at me with a confused look and said "Why? This one still works fine." I wish I thought like that. It would save me a lot of money.
But, back to the point, whether the 13 or 15 is a better deal comes down to personal preference and individual use case. The 15 will be a better deal for some, the 13 a better deal for others.
