They are not very dangerous as a class of accessories for your wheel. They can add to your safety as a matter of fact, if you get a proper type and fit for your personal needs.

There are of course some situations, that could make one unsafe for your vehicle and for your driving needs.
Too large an outer diameter and they rub your legs as you try to turn. You may have to tilt the wheel higher than you feel is safe to use it.
Too sticky on your hands and your hands catch and get stuck when coming out of a turn when you wanted the wheel to slip through your fingers to self-correct.
Too slippery on your hands.
Too loose a fit on the wheel and they can slip.

BUT common sense avoids ALL of these potential dangers. They list the correct wheel size range they are made for.
If you get one with a grip type not good for your needs, you will know within a few minutes.

My hands are dry, so I like ones with some grippy sections. I also like the cloth material ones for their temperature tolerance and comfort. I like leather ones when I have a non-leather steering wheel. I've tried many. I hated a couple and removed them immediately after trying them out. Others I've loved and kept on for years. Some cars I have really needed one for, and some I have never wanted or needed anything other than the stock wheel covering.

It is unfair to generalize the whole product class as very unsafe. It is a preposterous claim. But they are not here to explain this claim with any reason, so I presume it is some incorrect fit issue, or some material that made their use unsafe for their use case that has jaded them.

Not true. I've used these my entire life. Every one has fit so tightly they do not move. It's not like it will slip and make you lose control. 0% of that on every cover I've ever used, including from the dollar store.

I haven't used one of these in years. Used one on an old Camry where the rubber was disintegrating and it was getting uncomfortable to hold. Newer cars don't seem to have this problems.

What reasons are there for using this? Protection from sun?

When it starts to loose, toss it. I have one on my peeling Toyota wheel and still tight luckily.

Mostly to keep the steering wheel in new condition for resale. Steering wheel is the most hands on part of the car over a lifetime.

That is true, for car resale value as well as seat cover.

Recently had the car in the shop and the mechanic left the steering wheel all greased up. With alcantara cloth, it's a pain in the a** to clean so this will be something I'm going to add on when I drop the car off.
