I really wanted to like the 207+, but every time I've owned them, they were still able to smear after a really long time, like hours. It was like they had some different residue left on top of the paper.

I had a .3mm from Uni-ball once just to try it. Pretty scratchy once I was midway through the ink lol. Super fine lines though! Definitely for note micro-attenuation or an artists hand...

Yes, it's slow-drying ink that penetrates into regular paper (but will smudge before about 5-10 minutes elapse). These are not much good for glossy paper, or plasticized, or high clay papers. On some papers they will smudge for days after applying.

BUT: These are the best pens to sign checks or other documents that someone might attempt to wash or alter. But you have to set them aside to avoid smudging. I love these and use them almost every day. My wife isn't crazy about them, though.

...and I just looked at the listing, and wouldn't have any use for these colors. We use the black, red, and blue sets.

Like others pointed out, uni-ball 207+ gel pens are the best pens for signing checks and important documents to avoid tampering but require longer drying time. Uni-ball Jetstream ballpoint pens have quicker drying ink and more suitable for everyday use. I keep both at hand and use accordingly.

Not the same pen. The link you sent is the regular 207 with needle point, this post is for the 207+ which uses a different pen body, refill, and point.
