You can play solo with bots (why I bought) on the predefined missions but you are right it does appear to still require connectivity even if no other humans are involved.
Semi related, works very well on the Steam Deck but I found the default controls were not normal FPS so I heavily customized.

There is co-op with AI. I've only played the first level (mainly trying to get my controls configured on the Steam Deck) but you have AI partners and enemies with predefined missions. They aren't the brightest though. No idea how many missions / time to complete for solo play.

Only online, game screenshots not accurate to real gameplay, for some reason every game I got into in na east, west, and Europe, all had Russian people yelling in game chat. Game is not good quality, realistic movement, graphics could be better… not worth the buy though. I refunded. But you're welcome to try it.

Thanks for the heads up. I was looking forward to trying this out until you pointed that out.
I've been looking for a new squad game, since RoN missions get a little too big too quickly and have no in mission save system. It's no fun having a mission drag on for 20+ minutes only to get capped at the end, and have to start over.
People still love SWAT 4 so maybe I'll take a look in that direction.
