The two that I have received seem to be brand new. Maybe they are unloading overstock?
They seem to be pretty similar according to reddit comments. Revo mops better but lacks the camera.

Certified refurbish should be like brand new. It's the top tier if you look up condition list on eBay. Should not show signs of usage. Reviews are great
