The cheapest you're gonna do for just this GPU and CPU together is right at $1100. I don't think you're gonna be able to stay below their price when you add RAM, a Motherboard, a PSU, an SSD and a case...to say nothing of a legit Windows copy.
My guess is to get components as good—or even a little better—you're gonna be around $1600 *unless* you are close to a Microcenter and leverage one of their CPU/MOBO/RAM combos. And that's being generous.
I don't disagree about their build quality; it can vary wildly. But this isn't a price we can beat without getting a really good sale or combo on nearly every component. TBH this might be worth the "risk".

I'm not even factoring in the legit copy of windows. I'm also not factoring in the advantage of the single vendor warranty with a big company.
This is a solid deal for $1475 for these specs, especially for someone who doesn't know how to build their own.
I happen to build my own (I just recently built a 5700x3d + 4070ti super machine) but that's not the point. At this price, if I were looking for these specs I'd be tempted for the parts cost alone.
