The Tomato ones have way higher concentrations of NPK, the all purpose are usually lower concentrations and more balanced to fit the all purpose category.
They work because their only goal when they get wet or moist is to release nutrition's into the soil. Those nutrition in return should feed the plants and in return provide them larger growth opportunities. That being said they are not miracle workers that always guarantee better growth because weather and quality of seed also play a factor, as well as location and current levels of PH balance in the soil.
So in short, they work, but there are ton of other factors that can lead to overall bad crop growth. I help my mom when I come over to her house with her garden yearly, and we use the organics of this all the time. but I also PH balance the soil every few years.
