Even if you never activate cellular, you can still call 911 in the US if you have a signal. That's why I got an SE1 cellular even though I never added a plan.

sure this SE has cellular but then you're paying extra monthly for an additional line and that's also going to eat away more at the battery
if you need cellular wait for a deal for the 9, 10, or ultra series

To the best of my knowledge all other plans require existing business with the carrier, and if it's an all-new number you also usually have activation fees on top of it. (Edit: keep reading, a few more companies have added standalone options)
