Are the Kits just cosmetics/skins? And not necessary, meaning I can play the full game with just 4 items in the bundle?

Yeah from what I'm reading just the 4 items is all you really need. Looking at SteamDB, lowest for each of the 4 is 9.99 each so 22 less than that for this bundle.

The lowest price for each item (game and DLC, no cosmetics) has been $9.99 historically. Fanatical is offering those same four items for $17.99 total.

llars is saying that this bundle is $22 cheaper than the historically lowest prices for each game/DLC if you had purchased them separately, making it an amazing deal.

Would any previous players recommend getting both base games or would it be better to get the base+expansion of just one game? From reading online Rise is a little more fast paced compared to World, so I'm leaning Rise+Sunbreak

I played Rise on the switch and I absolutely love it. it's fantastic imo. Exciting story campaign and some pretty gnarly bosses post game.
Not sure about world though. Some people says it has the older gen vibes and is more deliberate, while Rise is more active.
i've played since MH3U and Rise is definitely faster and a bit more fluid. but I also believe that one of the core concepts of MH in general is the idea of actions has consequences. You commit to an attack and you see through it until you complete it, or get your ass whipped. It's not devil may cry, it's not even ninja gaiden. it's a lot slower and aggressively discourages spamming. I believe that's what makes the game that much more fun for me.

the actual DLC like sunbreak and Icebourne? yes. Massive amounts of content and monsters.
the skin DLC ie deluxe version? no. unless you REALLY want the skins.
