I mean why would you ever set a limit for what amounts to an existing employee in the store using downtime to bring an item up to the front, scan a label and throw it in a bag.

Yep so many times I'd of went and got two or three things but that stopped me

makes sense when the store has employees it has to pay. people would be ordering 1 can of soda or a pack of gum otherwise.
and you say "ordering" as if the employee has to do more than grab it off the shelf they are near and put it in a bag and scan something
it's not occupying any significant time and most people arent going to waste theirt time to order a single soda or pack of gum ... those people more likely to be in the store
