Probably because in the USA, outdoor cats are destroying wildlife at a rate that is now driving many native species to extinction.

I love putting up bluebird boxes. I have helped a lot of bluebirds have clutches babies throughout the years. These boxes don't last long because I don't seal them or anything with chemicals, but usually I can get them cheaper at Walmart. It just depends, but this is a nice one for the price. The last one I got had a metal roof which helped a lot, especially keeping the predator birds from trying to stick their heads in and kill the baby birds. They slide off because it's metal. But I hope more people put more of these boxes out. It's a real fun thing to watch.
Well since you feed feral cats and don't mind them in your yard I wouldn't put up a bird feeder or a birdhouse for nesting. The cats will definitely get them and I'm sure you wouldn't want to see that but everybody has their own little hobby to help animals

Yep. I've brought back about 2500 bluebirds to PA. (i've been doing this a loooong time.) They used to be endangered. But please do a little homework. They need to be spaced properly and checked at least every two weeks.
Why do they need to be checked? Any links to info that you'd suggest people read?

Girl across the street has 10 bird feeders and multiple cats

I've found multiple dead birds outside.my house alone in the last month, due to her cats coming into my yard. I can only imagine how many she has in hers

Some people are just not bright

I've considered feeding birds but worry about attracting rodents like mice and rats around my property.

However, I do feed stray and feral cats on my elevated back deck. The deck's height seems to help deter raccoons and skunks, ensuring that only the cats get fed. To further discourage unwanted nuisance animals, I spray the grass and soil beneath the deck with white distilled vinegar once a week—it seems to be working as a deterrent.
Get a cup and put some dried mealworms in it.

Especially true with bluebirds as they are ground feeders and prefer ground sources vs feeders

Yep, if you live near endangered species, think twice about letting your cats out. My two outdoor kitties bring back their kill, which is only about once a week. Never a bird. Mice, shrews, and occasionally a small chipmunk. I'm happy for the assistance Smilie

We humans kept them around us for this exact purpose, just like we bred certain dogs for rat or badger duty. You just have to adapt your situation for where you are.

Well, bluebirds have about three broods a season. old nests need taken out and i sweep out the boxes. You can have nuisance birds build nests--this can happen a lot. And predatory birds will kill your bluebirds in the boxes sometime. not to mention weather extremes of hotness, bad rains, cold weather....
Snakes too will get your birds sometimes.
And checking boxes is quite an education. I make weekly notes of : are boxes occupied. how many eggs, what color eggs, how many babies, removed old nests. You can do this while the little ones are in there. The parents will fly out a safe distance. And i've put my camera in there and taken pictures many times. This is just basic stuff.
I think I've got decent information from my states extension service. There's a ton of info out there.
Its a lot of fun, but you have to have a bit of dedication.
