23" is pushing the carry-on requirements. Can be an issue with strict airlines. This is an awkward size, just a tad over for carry-on but too small for a checked bag.

I think this is totally fine. Airline bins can accommodate up to 24". This should be fine for full service airlines (United, Delta, AA etc.,) with the only ones likely to get you into trouble are the ones that force you to place it in the sizing boxes such as Spirit.
The total dimensions of this are 46.5 linear inches. The one in the Sams Club luggage is 45.9 inches (link below). And this is before expansion!
I've not only used similar sized luggage as the Sams Club luggage but even expanded it by 2 inches and have had zero issues on numerous flights
Bottomline: On full service USA carriers, expect ZERO issues. On Spirit Airlines, who knows? Maybe their sizing machines have 1 inch grace all around so your luggage won't get stuck when sizing? But if you don't fly the likes of Spirit, this shouldn't be an issue at all.

Actually there should be ZERO issue given that a far more popular luggage (TravelPro link below) that has been tested across airlines is slightly larger than the one in this thread.
