When I go to att.com/deviceunlock and request for unlock after entering my IMEI it says "You can't unlock your device until your installment plan is paid off. If you pay off your device as part of your monthly bill, wait until the start of your next bill period to unlock it.
Want to pay off your device early? Make sure your number has been active on the device for at least 60 days. Then, sign into your account to review and pay off your installment plan. Wait 48 hours after you make your final payment to submit a new unlock request.."

I just paid off on ATT website. So may be I have to wait for a few hours before I can make an unlock request?

Any help?
Yes, you have to wait perhaps until the midnight before trying again. It takes a bit for unlock portal to sync

After paying off the phone and putting the sim into another unlocked phone(Xfinity Pixel 8 Pro Phone), how long it takes to reflect the new phone on AT&T portal. Also on the S24 ultra it shows me unlocked eligible option, should I try unlocking the phone or wait until the new Phone IMEI is showing on the portal?

Try rebooting P8 pro and then make some calls/text, and then also log into account in browser in incognito mode. As you have already switched the SIM to p8 pro I suggest completing the SIM swap. As mentioned above you might have to wait till midnight/next day for unlock portal to register the payoff

Thank You !!,
incognito trick worked and now pixel 8 pro is showing under the portal. I tried once to request unlock code and received the message to pay-off the phone. So I will wait till morning and try again.
One quick question, I have ordered phone on June 5, and received phone June 7th, as per 3 days can I cancel the phone on June 8 and waive the activation fees. If I cancel on june 7, will I still be able to unlock the phone.

Activation fee can be voided instantly from the bill even after 3 days, see my pinned comment. Do not cancel before you get it unlocked.

You have to do the unlock request as non ATT user. But baring that, if it does not work you can chat with CS and they might give you the unlock code.

I did both as non att user and as att user

Bought a S24 plus at a Walmart store yesterday at 5PM. Activated on the spot and took the phone home. Paid the $360 in the ATT APP. Made some calls, and did the SIM switch at 10 pm. (Just followed the SIM switch instructions. It is easy.) Today, requested the UNLOCK through the WEB site. And got the UNLOCK code for the ATT phone an hour later and it did the phone unlocking. Yeah.
Now, waiting on day 3 and cancel my ATT plan.

I think talking to a CS rep is the way to go forward.

You can do SIM swap. Given that eSIM swap is not that trivial, Before SIM swap I think you should do the following 1. Try unlock link from that app/website if available, 2. Talk to CS to see if you they can give you the unlock code. And congrats of free phone, if you don't mind let us know where you are broadly and from where the phone is shipped
Phone shipped from Spartanburg, SC. I am in CT.

Tried the unlock request with active phone number and it said: account needs to be active 60 days. Also tried with non active physical sim imei number and said: device is attached to an att account.

Still have to give CS a shot.

If CS doesn't work should I transfer the esim to already unlocked phone through sim manger?

Went to a Verizon store and waited there an hour, then the representative told me I can not pay off my device within 30 day. They told I can call to cancel the line, then Verizon will send a final bill out include my device balance.

Yes,.you have to make sure the transfer than eSIM, not get a new one from ATT. It should be like a physical SIM transfer.
