I ran into the same issue and did the same thing as you with talking to different CS and they didn't budge. I ended up doing the sim swap again after 2 days and it unlocked for me. That was the third attempt before it worked. Just keep trying. Better to pay a few extra bucks of prorated charges instead of waiting 60 days.
I could not budge them. It got escalated to ATT manager and they kept giving me 60 day policy thing. I tried all tactics honestly. In the end, I cancelled my services under buyer's remorse since it way 6th day of the service. CS rep said the credits cannot be applied immediately so I will have to wait for next bill and he also mentioned that I need have to pay my current bill. So i will keep the phone in my drawer for next 57 days and then get it unlocked and hope they settle all credits/dues in final bill

Hi @gadgetNerd. Thanks a million! The phone was indeed not scanned. I went to an AT&T store, got a number and activated the sim by inserting it in the new s24 plus. I saw that it already showed 'Unlock Eligible' on the account online. Then I swapped the sim to another unlocked phone. I tried clicking 'refresh my connection' on the account page and it took me to a new page where it showed the other unlocked phone under 'My device'. So, I thought it's already reflecting on the account and went ahead and made an unlock request as a non-AT&T user as per the steps. Right after making that request, when I went back to my AT&T profile page, the device shown in the profile was the new Phone and not the unlocked phone in which the sim was at that time.

The unlock got approved and I inserted another sim in the new Phone and it asked for the unlock code, I entered it and it worked. But, on the account profile, the new phone is shown and it still says 'Unlock Eligible'. Anything to worry here? Or I'm good? Please advise if I can go ahead and cancel the wireless line.
You should be good. Congrats on the free phone Smilie Hope you got the ultra!

Thank you! That was it. Thanks a million.

now I am stuck on the 3rd line "pick your payment plan" - its all blank and the continue button is greyed out and I can't click it.
Are you trying to order ultra, it's out of stock now. For the plus I am not sure why the plan is greyed out.. is your line upgrade eligible? What happens if instead of upgrade you add a new line?

I ordered the phone (AT&T service) on 6/12, paid it off and canceled it on 6/15. Should I get the reimbursement of activation fee and all other charges? As I received a bill of more than 100 bucks today.

FCC complaint is the last resort if they dont go by their policy. That has the best chances of them doing the refund.

That might take a while to update but if you are able to use non ATT SIM then it's unlocked for sure. You can chat with CS to verify you don't owe anything in the phone before cancelling.

What to answer for questions like when did you buy and when did you pay it off?

You don't have to say much, you can say I got this phone from a friend/relative and just checking if anything is owed.

You should click on "Don't recognize this fee" under activation to get it voided instantly. For rest you have to chat with CS, mention buyers remorse cancellation. See wiki and last few pages of OnePlus Nord thread in the pinned comment.

Yes, I will wait for that. Also will give sim swap another try with 2nd IMEI number. Not sure if that will work if since I have already disconnected my line.
Btw, I was able to upgrade S24 Ultra to Stock firmware using this

I got a huge bill too. I got the activation fee waived but they are claiming I have to pay $79 as that is the prorated amount for my service bill. Makes no sense, the full bill for 3 days. they refuse to modify the bill at all.

What did you say while cancelling? Did you do it over chat? Under Att buyer's remorse you can return device/cancel service within 14 days. I got my activation fee waived by clicking "Dont recognize this" and then later while cancelling I mentioned that I would like to cancel my line under buyers remorse policy. As per the CS rep, credits will reflect in the next bill. Fingers crossed.

Hi , everyone, I just unlocked my s24 ultra by Att, does everyone know the 5g band of att S24U, because I insert my T-Mobile SIM card, I fond it wouldn't work on Band 71, but the band 71 is necessary in my area. Thank you everyone.
