I have a child going into 6th grade next year, and he is asking for a phone so he can call home etc..

I did a bit of brief searching and Tello seems to be the cheapest option (we only want talk and text, and do not need/want data at all).

Does anyone have any suggestions for a cheapo plan, with unlimited talk and text?

We would either put the sim in an old flip phone or an old android phone.

In your case, I would probably do Whoop Mobile. Unlimited talk/text for $5/mo. It does have 256 MB of data, but that's pretty much useless anyway, IMO.
What I do for my son is kind of opposite. He has the Helium Zero plan (free) with 3GB data, and then uses Google Voice to get past the 100 min and 300 txt limitations. The 3GB is a hard cap though. But he's on wifi most of the time, so just uses that data when he needs to call away from wifi. He even has enough points for a $10 gift card by using my referral code 😁
EDIT *** Helium does require a smartphone with an OS that isn't too old though. I think Android 12 or iOS 14.
