Checked all nearby Sam's around LA and orange County CA, all are not discounted sadly. Checked the GA one and saw the pick up price as stated by OP. No luck for me

This price of $31.43 also showed up for me this week when placing pickup orders only. Shipping orders go back to the $59.81 price.
