It should. My older Samsung Soundbar starts at the volume we left it at which is usually between 10-25 for general viewing.

Bought this to compliment my S90D TV and am experiencing the widely reported Anynet+ CEC conflicts via the eARC connection. If paired with a Samsung TV, you will likely experience erratic behavior between the two devices (Soundbar will randomly turn off or change inputs when you change channels or inputs on the TV). No known fixes yet so be warned. Its a shame that Samsung doesn't address as the Q Symphony compatibility was a major purchasing factor for me.

This is why I never, ever use eARC. Any devices that utilize the soundbar go through the HDMI port on the soundbar, and then out to the TV. ARC and eARC have always been flakey.

i also have issues with eARC on my QN90D TV. going from PC to Soundbar, then eARC Soundbar to eARC TV doesnt work. i'm getting the dreaded "Check Device Power" error after the PC boots to the login screen. the only way around this is to go from PC to TV then to soundbar, but I lose out on any DTS X surround since the TV does not support it. i am starting to regret purchasing these two items from Samsung.
