So I went to Costco and bought their neck fans, NOT because as some said "Return policy is better" but because I want to compare if it's better, cooler.
And, let me tell you, I put Costco bias aside COMPLETELY and compare this with absolute objectivity. so I never went in with in mind "Costco is usual better" at all whatsoever!
Costco one is better, I don't know if it's as strong as this Amazon-sold one in wind power, but WHY this Costco one is better comes down to these 2 main reasons
1) MUCH lighter! You almost don't feel like it's even there. This Amazon one is heavier so you feel it on your neck weight down at all times!
2) The airflow comes out better.
It might be less strong (who knows) than this Amazon one, but the Costco one flow is just right while this one from Amazon airflow(direction, etc) is just poor!
So, get it from Costco.
I won't return the Amazon ones either I will just keep it so now I have 4 neck fans.
