It gives you the first page that includes $20 items, HF doesn't have a way to sort 0-20 but you can sort 0-50 and find the first page with $20 or less items down near the bottom, which is what I linked.

FYI I bought a bunch of stuff and the 30% off coupon came off of every item under $20 in my order. 10 items. Limit 5 seems to mean nothing, it was automatically applied to everything from a single scan. Additional discount came off of already discounted (but not coupon discounted) items.
