Nope. The only chance you have is to KNOW someone who is Active Duty or a Veteran and have them buy it for you. Active Duty and Veteran IDs have pictures and you would get stopped at any gate for any military base.

You don't because you did not earn the access. Your only hope is to have a friend who is Active Duty or a Veteran take your money, buy it and then gift it to you.
Or be a dependent (they don't have to be active duty or a veteran - source: I have a dependent related to me with access).
