I doubt these tiny things will actually do anything to cool you on a real hot day. I have compact fans similar to these and the most they give you is a little warm breeze. Get a bigger one.

They have fans like these with water misting .... it helps with dry heat. You just fill the handle up with water and its good to go. The water misting mode can be turned off.
