Out of interest, here's the pricing if you just buy 3 after taxes and fees. You can see the pricing of the 4 in the comment reply below. As OP mentioned, there's also an added discount for spend $30 and get $5 off.
Missouri: $14.35 ($4.78/pack)
Los Angeles: $18.72 ($6.24/pack)
Subtotal (4 items) $33.56
Discounts -$14.56

I'll note I also did it for a store in Missouri and it came out to $19.97 after taxes & fees, so $5/pack. That's with a $1 Red Card discount.
So add three 12 packs to your cart and see what the Regular (pre-discount) price is. In my area, Pepsi is $8.39 x 3= $25.17. So I only need to add $4.83 in grocery items to get that extra $5 off .

Safeway here on West Coast charges $12 for a 12 pack.
So on a Buy 2 Get 3 deals it's $4.80 per 12 pack.
This Target deal is $4 per 12 pack.
