No, the clip will be on the upper side, not towards the floor. Wrap the towel to the base with both ends up and clip the towels ends

Attached pic. You can also roll the two edges of the towel together to tighten it and then clip the roll.

Cheap hack: I wrap a thick towel/rag, secure both the ends with strong clips for cleaning instead of these refills. I get better cleaning than OEM refills.
Of course, you have to wash the cleaning towels periodically.
