does the crawl space consider impervious surface for city code?

I plan to build a large backyard patio over concrete slab, my city said that I can't have more than 40% of impervious surface including my house with hardwood floor above the crawl space (filled with dirt), but google says the crawl space is pervious, so who is correct here? thanks

I would definitely trust Google over any city regulations. look around

Though my Google says that the crawlspace area IS considered impervious, since water typically can't "easily" penetrate.

I only posted a helpful response so I could use the word "penetrate"

How would they know
just say you are going to just paint the concrete once the permit is signed off get hardwood.
