If you can swing it, Walmart has the Hisense 5.1 set for under $90, last time I checked. Just got mine a couple days ago and the sound quality is surprisingly not too bad given the price.

This is not accurate. The first picture on the linked page is a soundbar with a subwoofer and two satellites, but the actual item [HS2025G 120W] is just a 2.0 soundbar with ARC and BT5.0.

One of the non-AI Q&As on the page for this Hisense bar is "Does this include the subwoofer and back speakers?" and the verified buyer reply is all caps "NO! BAIT AND SWITCH!"

Make sure to read the listing before buying this. And before posting misleading 'deals' like this as well.

Edit: The 540w soundbar is the HS5100 model and is still $180 before taxes.

I assume if the device supports dolby Atmos codec, they can add the marketing. However it doesn't seem to provide any benefit that most people associate dolby Atmos with (over head speakers and object based decoding).

Marketing gimmick to take advantage of people who don't fully understand what Dolby Atmos is. There is no way you can get Dolby Atmos out of a 2.1 soundbar. It may be able to read the format, but it can't output the true format.
Soundbars in general should just be avoided for more traditional speakers instead.
