Can you PS Remote Play on a laptop or a tablet or a phone? Sure. Will you get a good controller experience? Nah.
Can you use it out of the house? If your internet upstream connection is good (and you should probably hardware your PS5 to the router) with some tinkering some have had very good success playing remotely via cell phone hotspot. Does it require internet connection even if you're on same wifi? Sadly yes bc it talks to PSN for the Remote Play streaming and updates etc.
Honestly this thing is just such a joy to hold and play with (especially with those grips I listed earlier, they are AWESOME) I've been going through my endless PS4 back catalog / PS+ catalog while the Mrs watches whatever on the TV.
Can you use it without a PS5? Yeah but you have to subscribe to PS+ Premium to stream games directly from PSN.
Does it have a browser? Nope. Stream movies/music? Nope. Do I care? Nope. I have a phone and or tablet for media consumption.
Sadly if there is a major flaw worth pointing out, no bluetooth headphone support. That one is a crime, shame on you, Sony. So wired headphones are the way, the built in speakers are clock radio quality at best.

I'm glad I waited for Amazon which has a much better rep in customer service. In for 1 and a peace of mind.
So if you're at home and there's an internet outage, you can't use the device even if both the PS5 and Portal are connected to the same WiFi locally.

At this price point I'll give it a try in spite of the odd limitation (which is admittedly minor for most folks).

The official iOS and Android PS Remote Play app does not require internet to work so long as both devices are on the same Wi-Fi. This is not the case with the Portal.
Seems quite silly you can't just power on your PS5 and Portal on a local Wi-Fi and be good to go. Pretty much any other handheld capable of using the PS Remote Play app can play entirely offline.
I get it though, at this price it may not be a big deal.
If you like to play online gameplay not worth it. Too much lag.
If you're playing games that don't necessarily require an online connection or are multiplayer than it may be good.
Overall I would rather spend the extra money and get a steam deck or legion go.

Streaming on a Wifi7 device is going to be significantly more responsive vs Wifi5 on the PSP and Vita (we're talking 15ms vs 50ms). You also get the added utility of Dualsense support on this for PS5 games (touchpad, adaptive triggers, and advanced haptics). Not saying this is a better option for everyone but you are ignoring it's main advantages for people who will mainly be streaming PS5 titles.
