How does the quality of DVD cartoons look? I could see how some art styles work better than others but like to here from someone with experience. Even if no Blu-ray option doesn't exist I'll no watch something if it looks bad.

That's a complex question. It really depends on the type of DVD disc used, the type of encoding used for the episodes, the amount of episodes per disc, the file size of the episodes, if the disc takes up space with special features and alternate languages and subtitle choices. The show was broadcast on TV in 480i. So, the quality of these episodes is probably 480p at best. Having said that. Any modern Blu Ray or 4K player has a built in function that upscales DVDs to almost Blu Ray quality, so that they look and play better on HDTVs. So, these episodes will look as good, if not better than they did when they originally aired on TV.
