Everyone should file an FCC comment reply by July 21 to push back: https://www.reddit.com/r/verizon/...you_to_do/ - This article says the window has expired, but if you post a comment as a "reply to other comments" (it is on the FCC comment form under comment type) they will still field it.

Do i have to use the same number I gave during the order process for port in or can i change it once I get the phone ? I now have 2 disposable Lyca mobile numbers and would rather use the other one ( which i did not give during the order process to TW)

You can choose phone numbers to port in during activation. TW does not keep track of the number you used for verification.

In my Chime account, I have a physical card and a virtual card. The virtual card number can be frozen or changed after you make a purchase if you don't want that particular vendor to have future access to if after the initial transaction. If you unfreeze that number it is active again. If you change that number it replaces the previous one and renders it null and void for future transactions.

Until there is a change in this 'rule', wouldn't anyone who signs up for one of these 'deals' be subject to the existing 60 day unlocking policy?

That's not what happened April 1st, policy change was immediately put into effect for everyone with no notice, didn't matter when they activated.
