Sadly, many Dollar Generals, area-dependent, only accept cash and refuse card when buying gift cards.
In my experience, it varies by store due to fraud. I have three stores in my town and all of them let me use debit/credit to buy gift cards but the ones I've been to in larger cities require cash. The reason I was given when I asked was that it was a problem with elderly/non-internet savvy people unknowingly buying gift cards for scammers and losing thousands of dollars.
