TL;DR: They are just ignoring facts and making up whatever they can to not honor the coupon, even after acknowledging people not receiving their coupons has been a system-wide issue.
Two eBay accounts, both received the eBay Live promo invitation.
On 1st account, did 1 purchase for over $10 and got an e-mail a few days later saying I had qualified and coupon would come soon. Multi-use coupon came within a few days after that (roughly 7 days since day of original purchase). All good there.
On 2nd account... did a purchase also for over $10 about 6.5 hours after 1st account purchase. This one never received the e-mail saying I had qualified and then it's been over 2 weeks since the purchase date and no coupon either.
Now, here's where eBay might be acting scummy:
I contacted support and they put in an IT ticket and escalated it. Called back after not hearing anything back and was told it was a system-wide issue and many customers/accounts affected. Suddenly I get an e-mail saying it seems the item was not purchased during en eBay Live event (it absolutely was and so I send them a friendly e-mail saying it for sure was purchased during a Live event).
Eventually get a rep that calls me back and says she will for sure resolve this issue for me and that she will just need to speak to her manager to approve the coupons and to expect to hear back the next day. Instead, within a couple of hours of that call she e-mails to say that after consulting with her eBay Live manager that it looks like the item was not purchased during a Live Event and that even though it has eBay Live in the item title that it appears that it was relisted on the seller's store and purchased from there so it counts as a "core transaction" which does not qualify -- this is 100% wrong because:
1) eBay Live has a Replay option of the stream where I made the purchase and my name clearly pops up on the screen when I won the item number (which correlates with the purchase details). The seller even mentions my name.
2) The order confirmation e-mail I received for the purchase came exactly when I won the item so claiming it was somehow relisted is nonsense as the timing of the receipt e-mail lines up perfectly with when I bid and won the item during the stream.
Speaking to another representative after this, you could tell eBay is kind of trying to not honor these coupons (maybe due to too much interest) and they are using any tactic they can to disallow the qualification such as in my case claiming that it wasn't purchased during a Live Event even though you can clearly see I won the item during the very recording of the stream on their website. No response at all after I sent them the timestamp of when I won the item and they've ignored me since. Guess they didn't like being called out when clearly lying (I wasn't rude in my response at all).
The rep mentioned above also insinuated that people were being denied due to paying for the item after the stream had ended rather than during it which is also scummy as the coupon terms say nothing about having to pay during the stream (which in my case anyway I was forced to setup autopay for the Live item. So I guess that "cop out" didn't work for them to use on me so they had to try for the other angle of "item appears to not have been purchased during Live" when it clearly was).

Accusing someone of lying after not being aware of the terms yourself is a bit...idk but not cool I guess.
