Clamping means it cuts off the excessive voltage.
Other options would be: do nothing, and allow potential damage. Or act as a breaker, and just kill the circuit outright. Clamping is the nice, gentler, usually preferred option.

1 problem with a hall monitor is they can only measure current in one direction. You'd need two of them to measure discharge and charge current. A single inline shunt can measure current in both directions, even at the same time, and is inexpensive and easy not much harder to install. You can find them regularly for 20 bucks. They are also more accurate than a hall monitor.

Price went further down to $48.xx after coupon. I ordered one set. The overvoltage protector is basically an alarm and would cut off the charging in 0.1s when it sensed the overvoltage. Originally I just want the bluetooth battery monitor (which is also on sale at $24.xx after coupon) but decided to get the bundle set instead.
