I'd return it if it couldn't. any air impact worth anything at all I should be able to remove a lug nut. the air hammer is nice for getting stuck ball joints and stuff like that out too. You might look at how big an air compressor you need to run this.

If they are not rusted in place or overtightened, it should be able to do so with its 300 ft-lbs of torque. But it's still not that powerful for a 1/2" impact compared to what you can also get in this price range.
