These things are so overrated. They really don't do much for cooling other than it looks cool. I bought two on the last front page deal with two accounts getting ready for Florida but it was hot enough in NYC to try them out a few days ago and they pretty much are neck weights. Pass. Trust me on this one. Save your $12 for something else you really don't need.
Serious question but I'm curious what people are expecting these fans to do. Are people expecting them to be personal air conditioning units on your neck?They are just fans. Just like any fan, it blows around whatever air there is in the area. If the area is hot, then hot air you are getting. If you are standing in a disgustingly hot and humid NYC subway station with this thing on your neck, then you're gonna get hot air in your face. Having said that though, I have seen more and more people with these things on the subway, but not so much in the streets. Being in the subway car, with the AC blasting, I would imagine these would feel pretty nice.
I have seen ones that have a metal bar that touches your neck which is suppose to cool you but not sure how well those work.

I just bought one for 30 and one for 230. Delivery tomorrow. May return one or both. I can let you all know how they perform in FL heat.

i was hoping for a peltzer effect and the air blowing would be a few degrees cooler.
I don't expect air conditioner cold but a few degrees lower than the surrounding air blowing on your face should still feel great on a hot day

Fans that are made with this design work quite well. The downside, is that long hair will get caught in them.

I bought this for my wife for her birthday last year and she loves it. It's an order of magnitude more expensive than a basic neck fan, but at least it actually helps cool you down. https://www.amazon.com/gp/aw/d/B0CYLG7CMJ
