Yes, the Blink Outdoor Camera 4 can still use your grandfathered free cloud subscription. According to the information available, if your account was created on or before April 15th, 2020, you will continue to have access to 7200s (2 hours) of free cloud storage and other features for any devices set up in your account, regardless of the camera model.
Additionally, it has been reported that you can add new generation cameras to your legacy account and will have the same access you have now with older cameras.
Therefore, adding the Blink Outdoor Camera 4 to your grandfathered account should not require a monthly subscription for the free cloud storage.

Added the 4's to my existing sync module 2 today, it wanted to a trial subscription for the 4's, which i cancelled out of.
I called Blink support and confirmed, legacy account does include access for the 4's to record to the cloud within the legacy tier subscription.
The person detection system will not work on the legacy subscription though.
