That is a USB4 cable which is compatible with Thunderbolt 4, but it's not a true Thunderbolt 4 cable.

That article seems to focus more on TB4 vs USB-C, however I see these statements:

So, if I see USB4 cable with 40Gbps and PCIe support, then it is basically TB4-compliant.

I haven't had any issues with my USB 4 cables and TB3 accessories, but eGPUs and some devices might be pickier.
