What is the difference from this one at $15?

That is a USB4 cable which is compatible with Thunderbolt 4, but it's not a true Thunderbolt 4 cable.

That article seems to focus more on TB4 vs USB-C, however I see these statements:
"The Thunderbolt™ 4 standard requires a total bandwidth of 40 Gbps, which it dynamically allocates between data and video for all devices on a single connection. Compared to the variable speeds of USB4, this requirement ensures that connections are always delivering peak file transfer speeds to support productivity, gaming, and content creation."
"PCIe connectivity is not supported by USB 3 and is optional for USB4, whereas Thunderbolt™ 4 offers the most flexibility in which devices you can connect."

So, if I see USB4 cable with 40Gbps and PCIe support, then it is basically TB4-compliant.

I got this one for $4 a few weeks ago during prime day sale. Still cheaper than the TB4 certified cables without sale. Good enough for TB4 use based on reviews.

TB3, TB4, and TB5 use the same passive cables at this length. USB 4 and USB 4v2 as well, if they have the full 40gpbs rating, though some TB devices can be picky.

I haven't had any issues with my USB 4 cables and TB3 accessories, but eGPUs and some devices might be pickier.

Can someone please don't understand when having this cable is advantageous? I have so many cables now, but I don't really understand the difference between this and a USB-C. I do know that some cables only charge vs transfer data (learned with with my new phone last year & Carplay…), but I don't know if this is cable is something I would need.

if you have to ask, then you don't need this.
