What is the difference from this one at $15?

That is a USB4 cable which is compatible with Thunderbolt 4, but it's not a true Thunderbolt 4 cable.

That article seems to focus more on TB4 vs USB-C, however I see these statements:
"The Thunderbolt™ 4 standard requires a total bandwidth of 40 Gbps, which it dynamically allocates between data and video for all devices on a single connection. Compared to the variable speeds of USB4, this requirement ensures that connections are always delivering peak file transfer speeds to support productivity, gaming, and content creation."
"PCIe connectivity is not supported by USB 3 and is optional for USB4, whereas Thunderbolt™ 4 offers the most flexibility in which devices you can connect."

So, if I see USB4 cable with 40Gbps and PCIe support, then it is basically TB4-compliant.

I got this one for $4 a few weeks ago during prime day sale. Still cheaper than the TB4 certified cables without sale. Good enough for TB4 use based on reviews.

TB3, TB4, and TB5 use the same passive cables at this length. USB 4 and USB 4v2 as well, if they have the full 40gpbs rating, though some TB devices can be picky.

I haven't had any issues with my USB 4 cables and TB3 accessories, but eGPUs and some devices might be pickier.

Can someone please don't understand when having this cable is advantageous? I have so many cables now, but I don't really understand the difference between this and a USB-C. I do know that some cables only charge vs transfer data (learned with with my new phone last year & Carplay…), but I don't know if this is cable is something I would need.

What thunderbolt devices have you used this cable successfully with?

I really wish you could just connect these between two PCs instead of having to istall 10gigabit ethernet and get slower speeds for a lot more money (plus then i need a switch for the 10gigabit connection to my nas. I wish i could just connect my two workstations with this thing (usb4/gen5 nvme drives) and have fast file transfers between the two .

It's almost maddening.

I'm currently using it to connect a Belkin Thunderbolt 3 dock to my HP Thunderbolt 4 laptop. So far, no issues at all.

Yes, Thunderbolt can be used to transfer files between two Macs, offering a significantly faster alternative to Wi-Fi. This is achieved through a feature called Thunderbolt Bridge, which creates a direct, high-speed peer-to-peer network connection between the two Mac.

"
figured it out.. first you have to enable network sharing on the folder or drive you want to transfer... (super easy just check how to do that withchat gpt)...

2nd step.. don't do the copy paste with windows method (super slow because of how it handles small files).. use robocopy insted... multithreaded. (my machine could handle 32 threads but u can experiment if yours cant.
in terminal:

robocopy "path to remote folder you want to copy" "path to folder on your machine" /MT:32 /E /R:0 /W:0

this will get extremely fast tranfser, I did a 160GB folder in 2 minutes."

They're not great for solely phone usage because they're so thick (to achieve the transfer speed + high charging rate).

It's for SSDs, external GPUs, docks, etc that require the higher speed.
