Home Depots around the country seem to be clearancing Charmin Essentials [homedepot.com] 18 mega roll packs for $9.50/ea or less. You can combine the clearance with "Buy More Save More" which is an automatic discount of $15 off $75 or $25 off $100. The soft version is also clearanced but for a higher price

You should be able to also stack this with the P&G back to school rebate [promosvcs.com] of $5 off $20 or $15 off $50.

Store stock is YMMV but there are reports of stock across the country and not just regionally. Reports (FB) of prices as low as ~ $4.50/ea. If you check HD.com or the app it should tell you availability and the local clearance price.

Here's how my haul this AM went:

Bought 11 packs @ $9.50/ea, received automatic $25 off $100 (bought 11 to bring the subtotal above $100 for the discount).
$104.50 less $25 discount = $79.50 for 198 rolls, or about $0.40/roll.

I am submitting the PG rebate, which if I receive it would bring the total to $64.50 (ignoring taxes) or $0.326/roll. HD is in their vendor list, and this UPC (030772045220) is in the list of acceptable products.

Ignoring paper quality or sq footage, the cheapest every day price TP I can get is from BJ's (generic store brand), 30 rolls for $17 which is $0.57/roll.

EDIT to add that Bounty Essentials Paper Towels, 6 pack (037000490739) is also on clearance; $10.47 regular price, on sale for $8.38. Eligible for "Buy More Save More" as above AND the P&G rebate, though I believe the P&G rebate is one per household.

Math: Buy 12 @ $8.38 for $100.56, get $25 BMSM discount ($75.56 net pretax), that's $1.05/roll. If you can also grab the P&G rebate that makes the price/roll just $0.84/roll.

Again using BJ's as a barometer for a good every day price and ignoring "quality" and sq footage, store brand paper towels @ BJ's are $17 for 12 rolls or $1.42/ea, and that's the cheapest option. Bounty is $2.50/roll

Even adjacent stores. Realistically I have 5 stores that aren't a great inconvenience for me to visit on my commute. 2 of them have stock @ $9.50, 1 is regular price and 2 are OOS. The report of ~ $4.xx was from someone in CA. I am in CT.

Never cared for Charmin TP, personally. It might be soft but it has too much lint and a roll doesn't last nearly as long as some others.
