In my searching I also discovered that Persil is formulated differently for different countries. Mostly due to different countries dealing with different kinds of stains (more red wine stains in France, olive oil in Italy and Greece, tea in Asian countries, etc.). The US has more grass and greasy food stains. Plus they differ their packaging for marketing and sizes between countries based on trends. So, I guess, it makes sense that they have manufacturing in the countries they sell in. In the US, they manufacture in St Louis as well as Bowling Green, KY.
Often, Safeway is selling it for $10 and also offering $5-10 off $30-$50 gocerery offer. Also, you could get $3-4 rebate up to 2 from App. using a receipt rebate(if you can use the googles it'll come up).

I'm not seeing confirmation of the $15 during checkout, and the STOCKUPSAVE when applied as a promo says The promotional code you entered cannot be applied to your purchase. But is showing as redeemed on product page?

As things stand, 15% tariffs for products from Japan and European Union will stand. Persil is an EU product. Someone here claimed it is also made in Kentucky but did not substantiate that claim.
I didn't believe it either, and at first Google searches only pointed to a Facebook comment. But I finally found it on the company's website

Persil is my favorite. Tempted by this deal, but there have been too many deals. I'm the only one in the family who uses Persil and I only do about 75 loads of laundry per year. Some are big loads, so I would not get 110 loads out of a bottle.

The last FP deal on this size bottle was about $15 for one pre tax. This works out to $35.28 for three (11.76 per) factoring in the AMZ credit. So really up to you what works best. Will it be less in the future? Doubtful as inflation is creeping back, and while there's discussion about tariffs not affecting Persil in the US from the EU as it is manufactured here, there's no telling what raw materials, machinery, packaging, etc that Henkel may import that will drive the price up.
P&G just recently announced a price hike on many of their products.
