It's safe for the bowl but not the tank. The only safe way to use bleach tabs in a toilet is through a delivery system straight to the bowl like the Kaboom (https://www.amazon.com/Kaboom-Scr...B00LPEO64G) or something similar.

Yes these products do say to do that but over time the chlorine will eat away at anything that's rubber in your tank and eventually your toilet will start running nonstop and/or leaking and it will happen quicker than you think.
