Should I spend $6 more for a Peerless Assassin 120 SE open box locally, for a new Ryzen 7 5700X on a new MSI B450 Gaming Plus Max. What hardware am I going to need? I am worried about the open box cooler missing a nut or a bolt.

Yes. I'm using that exact cooler now. I love the PA 120 SE.

Just hop on Amazon and snag the FROZN A410 SE ARGB cooler on sale for $14.99 at the time I am writing this.

This model is quite short at 136mm, you'd use it if you are tight for space and the price is ok for that, you'll pay more for tight tolerances depending on your case. If that isn't an issue, the commented FROZN id-cooling model looks pretty good at 152mm and with rgb!, I've been using a 15 dollar ID-cooling SE-214-X 150mm one on a 5900x for 4 years now with no problems, and that cpu should "need" more than the 5700. You can probably get away with less thank you think, at some point youre paying for rgb, aesthetics, or size constraints.

Unless you need the clearance of the 92mm fan, I would always recommend at least a 120mm cooler. So many cheap options.

I went with the FROZN for $15. This build is budget. Just need a deal on a graphics card to upgrade from an AMD 570.
Ryzen 7 5700X $100 new (ebay)
MSI B450 Gaming Plus Max $20 new (FB MKT PL)
Corsair RM850x PSU $35 used (FB MKT PL)
Corsair Vengeance RAM (3600) $20 used (FB MKT PL)
FROZN Cooler $15 new (AMZ)
Graphics Card ?
That's a great system you put together on the cheap. If you live near a Microcenter, they currently have an RX 9060 XT 8GB card on sale for $225. The 16GB version is greatly preferred, but it's also $370+. Unless you're playing some of the most resource hungry AAA games, this is a still a good card for the money.

I saw that earlier tonight but sadly I don't have a Microcenter near me. Will be interesting to see what happens with the graphics card market, used and new.

It all depends how much you want to spend. If you're patient you can even get something like an RX 6700 series 12GB for $200 if you shop diligently for a used card.

I saw a 6700xt on FB marketplace for $210. It sold in about a week. A used one delivered from China was $200 on ebay. I am just looking for that sweet deal.

I upgraded from a cooler similar to this (OCZ gladiator), to a PA120. There's no comparison, PA 120 was cooler and quieter.

I'm actually in the process of building a gaming PC for my brother and last month (during the period of Prime Day), I was able to snag myself a moderately used 6700 XT for $260.00 (by way of best offer) on eBay which I consider to be bare minimum spec when playing modern game titles w/o having to make too many compromises for performance I'm willing to tolerate...
