Because enthusiasts who say they care about being able to upgrade their CPU aren't their primary customer. Their primary customers are the OEMs who build systems and large businesses/governments. Those OEMs and large customers don't care about being able to upgrade a CPU as it's more complicated and costly for them to upgrade an existing system than it is to just replace the system with a new one and maybe reuse the existing system down a tier or two of user. The OEMs probably prefer it as someone dropping a 5500 into a B350 AM4 board isn't a customer for an OEM making prebuilts. They rather you just bought a whole new system from them.

Lets be honest too. Most of us rarely end up upgrading processors on the same motherboard. I've been building my own PCs for more decades than I'd like to admit at this point. Upgrading from a first gen Ryzen 1500x to a 5600x is really the only time I've done a significant upgrade on the same platform. I've had a few other upgrade in the past but they were more minor and because I could upgrades or upgrades on already old systems that were really budget upgrades. I'm far more likely to upgrade my GPU or even storage than I am to upgrade my CPU. By the time you can get a significant CPU improvement there's typically other improvements you want too like newer/faster ram standards, faster PCI-E/m2 slots, newer faster USB, Wi-Fi, Networking.

Pretty good price for a budget socket 1700 system. This is pre Raptor Lake issues so this should have no issues with the degradation and crashing that impacted the later high core count chips.

Might be good for a budget gaming rig or office build. Wouldn't touch intel with their constant socket changes. Meaning if you wanted to upgrade in a few years, you'd have to get a new motherboard.

Bartlett Lake looks like reselling the Defective Silicon from Raptor Lake with E-Cores disabled. Don't appear to be anything above 8P Cores currently only showed Core 5 with 6P cores.

I have this processor on a PC I built 2 or 3 years ago. I have Patriot DDR4 memory running at 4000hz and the PC does very well.

This is sadly one of the few good desktop CPUs Intel has released in the past 5 years. 13th and 14th gens are DQ'd for frying themselves, and Arrow Lake is just not it. I'd personally go AMD but nothing they offer beats this price.
