there's not a huge difference, it's more that people looking to maximize every frame are going to want the lowest latency. most the time the biggest bottleneck is the GPU if you're looking at gaming

i got cl38 and regret it, get a lower cl if you can. 32 or lower. the performance difference to price difference is worth it...

28 vs 38 difference is as big as a cpu upgrade in some cases. (this is 36)
