Watch Dogs 1 has gone on similar sale on Steam previously. Actually lower for the standard version but the Complete edition at $6 is as good as previous Steam sales.
Also, for Watch Dogs 1, Reddit recommends the Living City mod

Reddit also recommends not bothering with Watch Dogs: Legion 😬 so I'm gonna avoid that for now

The jury there seems to be out on which is better. There are as many people who like 1 because of the story as there are those who like 2 "because of everything else."
So I figured getting both for $10-$11 is a good deal.
Everyone in that reddit thread is in agreement that 3 aka Legion sucks tho
Legion is honestly awful and I bailed on it. The "be everyone" seems like a cool idea until you find out none of the characters you recruit can work together. You'd think they would allow the different character specializations to work together as a team like a Commandos-style game. Nope. As soon as you switch from character A to character B, character A just becomes an NPC like you never knew them (despite they're still in your crew and playable). The dynamic voice modulation system is half-baked as well. A 20yo white guy will sometimes sound like a 70yo black guy and vice versa. Ubisoft also promised more co-op gameplay (1 and 2 have a little) but kept delaying it until scrapping it completely. London looks fine but still the worst of the maps imo and feels more copy-pasted than Chicago and SF. I think Legion undersold and deservedly so, it's a bad game.
