The statement is overblown, so it likely means nothing that isn't already true for this laptop.

Namely, that there are few better ways to get a large form factor device for running Android apps than a ChromeOS device. Perhaps not completely in the case of this laptop, because the screen resolution and lack of touchscreen will make some experiences less than ideal. But in general, the support for Android tablets has been historically terrible whereas the commitment for this cheapo $109 laptop is updates for 6 years inclusive of integrated support for Android.

This is eWaste, I got a dozen of them for even a cheaper price 5 years ago, $79.99, they all are now ewaste, slow AF, can barely play a 720p video on youtube. You're better off getting those small PC with 16GB RAM and 20 times faster CPU for the same price. This Chromebook should worth $40 or less.

Running an ASUS 17.3" Chromebook same specs, runs GREAT. BTW, I have several laptops and know my laptops.

but those small pcs got no monitors. and why did you buy a dozen chromebooks for what purpose? i have tablets in my toilets and still dont need that many
