Doesn't 100w mean 5 amps? Therefore wouldn't it work up to 240w for 48v standards? Or is there something in the cable that actually limits wattage?

Usually there is a chip which communicates the wattage.

As dabart1 said, PD is different than a standard cable. The two devices have to actually negotiate a voltage. Standard PD voltage (for PD 2.0 and 3.0) is up to 20V at 5A. PD 3.1 (or Extended Power Range) allows higher voltages (28/36/48V) all with current up to 5A. There are other special proprietary configurations as well that can allow current above 5A. All that is to say that these cables are for PD 3.0 (allowing 20V @ 5A) and wouldn't support the higher voltages.

Often laptop charging, especially the gaming/high performance ones. Though I usually use the charger that comes with the laptop. Nice to use the USB when traveling or going out.
