Because water *cannot* be certified as organic. Certifying an item as organic seems reasonable to me when when all the other individual ingredients are certified organic

They can "call" it organic because the product is certified as organic by the USDA. That said you neglected to mention salt, which is not "certified as being organic," either. Obviously both water and salt aren't required to be organic (it may be impossible for them to be labeled as such) for the USDA to have certified this product as organic.
