I was previously considering a similar configuration by gmktec. How do these compare to an Apple mini M4 with 16 GB Ram

If you don't care about gaming, go with the Mac Mini M4.

Are you sure about that? Mac Mini with 16GB is a good option for general computing. If you are planning to run stuffs like VM, and other intensive tasks. as Home Lab Server which require lot of memory and cores, this will perform better

The previous poster didn't give any specifics about what they planned to use the computer for. But for 95% of people, a Mac Mini is plenty powerful for what they need it to do. Also a Mac Mini configured with more RAM can definitely can run VMs and other intensive tasks like video editing.
