Found the same bulbs on Amazon and asked Refus and this is what it says:

Yeah, these are a disappointment to those expecting a 60w bulb - especially when installed on a multiple light source. I tested similar on a 4 outlet ceiling light and it was a glaring bright with 4 75w equivalent bulbs. I now use 40w equivalents in those type of applications.
