On a budget maybe but your going to want faster storage and a dedicated GPU if possible. If you don't mind incredubly long render times or are doing very simple edits it might not matter. Also it helps if you have to go mini to get one that would support an external GPU for an upgrade path, all be it very expensive.

This will do fine for occasional 4k video editing. But if you're editing long form 4k videos several times a month or more then you'll want a graphics card. You can easily add a graphics card since this mini PC has an OcuLink port. Though you'll have to buy an external GPU dock [minisforum.com] and power supply, if the dock doesn't include one. It's also recommended to use 64GB when editing 4k video with Premier Pro.

Likely a different model. There are several variations. Some with smaller SSD, or with 8735 instead of 8745, etc..

you are better off with a desktop PC with a dedicated GPU if you are doing editing every week.

As others have stated the 1TB SSD is fine for OS, small vids, and apps, but for the video files more expandable internal storage would be needed too.
