Cotton, lyocell/Tencel(r), rayon and Modal(r) are all cellulosic fibers. Cellulose is a carbohydrate made of long chains of sugars. They are all hydrophlic (attract water). If you look at the structure of a cellulose molecule you can see the OH groups that are on the outer edge. These negatively charged groups attract water molecules and make cellulosic fibers absorb water well.
If you look at all of the cellulosic fibers, lyocell (or Tencel) from Lenzing is the most environmental friendly fiber. Unfortunately, it is difficult to find Tencel underwear. My personal choice for underwear is Modal. This is a special type of rayon fiber that is very soft and comfortable.

If you want underwear that is not water wicking (i.e. hydrophobic), you can buy polyester. With that said, polyester is basically a plastic made from petroleum (oil). With polyester being hydrophobic, it can be like wearing a plastic bag for underwear.

I did for most of my years, then switched to boxer briefs. but recently got a rash infection from sweat band of American eagle compression boxer briefs. maybe couldve been too tight. combined with sweat. so now looking for alternatives
